Special Council Meeting on Monday to discuss Pine Grove


Update: Councillors agreed to appoint Planning Consultants.  Their expertise will be used to prepare a planning application to seek D1 use for the old Council Chamber and entrance atrium at Pine Grove.  The Council want to option to use the spaces as a public hall or exhibition space.

It was also noted that Crowborough Town Council’s option to borrow money from the Public Works Loans Board expires on 22nd May 2016.

An Extra-ordinary Council Meeting has been called for Monday 28th September to review progress in Crowborough Town Council’s bid to buy Pine Grove from Wealden District Council.

At the last meeting of the Full Council on 15th September, in a closed session, Councillors considered a structural survey that had been completed on building.  The minutes record that Councillors agreed to remove the ‘subject to survey’ condition from their offer to buy the building from Wealden District Council.  Also the Town Council resolved to apply for planning permission for D1 use of the building.

Permission to use Pine Grove for business, financial and professional services including light industrial (Classes B1 and A2) was agreed in February; however a request for Class D1 was removed a few weeks before the committee hearing because of uncertainty about how much additional traffic might be generated.  Without further studies there was concern the inclusion of D1 might jeopardise the whole application.

D1 includes clinics, health centres, crèches, day nurseries, day centres, schools, education and training centres, art galleries, museums, libraries, halls, places of worship, church halls, law court.

Crowborough Town Council have been successful in their application for a loan from the Public Works Loan Board to buy Pine Grove and the freeholds of the Community Centre and Bluebell Wood.

On Monday Councillors will discuss the appointment of a Planning Consultant and other professionals.  The meeting is open to the public, but as in the past the public and press may be excluded if Councillors discuss matters considered to be commercially sensitive.
